With a career spanning nearly three decades, Delphine Rankin has established herself as a trailblazer in the nonprofit sector, continuously advocating for the well-being of children and families. She is currently the chief executive officer of One Family Illinois, a leading nonprofit organization dedicated to supporting youth and families across the state.
Rankin’s journey with the nonprofit organization in 2014 as the inaugural director of One Family Illinois’ newest sibling foster care site, where she built strong community ties and fostered a culture of trust and stability. In 2020, she advanced to chief operating officer, overseeing program development and operational efficiency.
In 2022, Rankin became chief executive officer, and within 18 months, she led a rebrand of the organization, including a name change from SOS Children’s Villages Illinois to One Family Illinois. This shift marked a broader vision for the organization, expanding its scope to serve not only foster children but also families and communities across Illinois.
A key highlight of Rankin’s leadership has been the launch of a program in late 2023 supporting youth aged 18 and older transitioning out of the care of the Department of Children and Family Services (DCFS). The program has already helped more than 70 young people, securing stable housing for over 48 of them.
“Her ability to make thoughtful, forward-thinking decisions has allowed One Family Illinois to expand its reach while remaining true to its core mission of family reunification and long-term stability for vulnerable children,” said her staff. “Her dedication to building sustainable programs that promote family reunification and empowerment is a testament to her leadership and vision for a brighter future for the children and families of Illinois.”
In addition to supporting youth, Rankin has prioritized mental health by securing a grant from Cook County’s behavioral health services. This grant has expanded the organization’s ability to provide mental health services within Chicago schools, addressing the needs of underserved communities. Through these initiatives, One Family Illinois has become a leader in community-based care, offering holistic support to children, families and communities.
Rankin’s vision for the future of One Family Illinois includes continued growth through a three-year strategic plan emphasizing community-based services, leadership development and sustainable impact.
She is also passionate about professional development and has worked to build a workforce that is adaptable, skilled and mission-driven. “I use feedback assessments to align our culture with our mission, fostering a sense of shared ownership and excitement about our goals,” said Rankin. “Through these practices, I aim to inspire a collective drive for growth and a deep, enduring passion for the work we do.”
