As a second-year Titan 100 and a lifelong learner, Clarence Johnson continues to surround himself with thought leaders who focus on addressing some of the most vexing social issues facing the community. These connections aid him well as the president and CEO of Wisconsin Community Services, where he engages with staff at all levels and the people served by the organization.

“It’s important to understand the challenges they have in their lives and how the programs and services of WCS positively impact their lives,” said Johnson. “the success stories are very inspirational.”

Wisconsin Community Services (WCS) is a nonprofit Human Services organization that was established in 1912. WCS provides services to children, youth, adults and families in the areas of behavioral health, criminal justice, community reintegration and employment and training. The organization’s mission is to advocate for justice and community safety, providing innovative opportunities for people to overcome adversity.

The organization has experienced significant growth in the last five years, growing from serving approximately 13,000 people annually to 16,500 served. Revenues have grown from $25 million to almost $50 million annually. “The growth has been spurred by dynamic leaders within the organization who are committed and passionate about providing high quality and needed services to people residing in communities that are underserved,” said Johnson.

Under Johnson’s stewardship, WCS has grown to more than 520 employees and achieved a three-year accreditation by the Commission on Accreditation of Rehabilitation Facilities.

Looking back on the success of the organization, Johnson said that his greatest leadership lesson has been recognizing the importance of talented and committed people. “They are essential to the success of the organization,” he said.

Moving forward, there is more work to do to encourage emerging leaders to succeed. “Creating a culture at WCS that empowers young and emerging leaders is a vital part of what the organization is all about,” said Johnson. “We encourage emerging leaders to take on stretch projects to develop and build higher level leadership skills, join committees, boards and be active and visible in the community.”

Knowing the workforce is also a vital component of being an effective leader, said Johnson. “As our workforce grows and becomes more diverse, the organization will need to recognize that people in our employ have diverse needs and expectations,” he said.

In addition, inspiring others is his top priority. “I believe this is done most effectively when leaders demonstrate basic leadership competencies such as having the courage to make decisions and to show up during difficult times,” Johnson said.

For continuing to empower others and serve the community, Johnson has been named a titan for the second time.
